Dr. Ann Marie Vaughan
President and CEO
Dr. Ann Marie Vaughan is a highly distinguished, nationally recognized Senior Executive with nearly 30 years of success in the postsecondary sector. Dr. Vaughan joined Loyalist College in Belleville, Ontario as President and CEO in 2016. Under her leadership, Loyalist College is quickly becoming Ontario’s Destination College and in 2020, the College was recognized as one of Canada’s Top 50 research institutions, placing first for industry research income as percentage of total research income. Dr. Vaughan was also recognized as a Top 50 CEO in Atlantic Canada in her previous role as President and CEO for the College of the North Atlantic from 2011 – 2016 in Newfoundland and Labrador.

As President of Loyalist College, Dr. Vaughan is driving innovation, entrepreneurship and economic development in the Bay of Quinte region through hands-on experiential learning, cutting-edge applied research projects, and innovative industry partnerships. Dr. Vaughan’s steadfast leadership has seen Loyalist College not only successfully navigate a global health crisis, but grow enrolment and prosper. Driven by her passion to expand access to education, she is helping to pioneer the sector’s microcredential movement through her role as co-Chair of eCampusOntario’s Board of Directors. Dr. Vaughan also serves on the Board of Directors for Ontario Genomics, a non-profit organization which is focused on nurturing genomics innovation in Ontario, and applying these technologies across key sectors, such as health, agriculture, bioproducts, and environment, to support the province’s knowledge-based economy.

In her previous role as President and CEO of the College of the North Atlantic, she oversaw the College’s 17 campuses, an annual budget of $140 million, 9,000 full and part-time students, 17,000 continuing education students and 1,200 employees. Dr. Vaughan was also responsible for the College of the North Atlantic Qatar (CNAQ) operations, which is the second largest postsecondary institution in Qatar and home to approximately 3,000 students, 500 Canadian hire faculty and staff with an annual budget of $150 million. Dr. Vaughan has held positions at Memorial University, the Marine University, the Marine Institute of Memorial University, the National Research Council, and Human Resources Development Canada (now Service Canada).

Dr. Vaughan has been honoured internationally for her contributions to distance education and educational technology and was chosen as a participant in the 2004 Governor General Canadian Leadership Conference. In 2018, she was appointed to serve as an Honorary Colonel in the Royal Canadian Air Force, affiliated with the 426 Training Squadron, 8 Wing, CFB Trenton. Dr. Vaughan also serves as Chair of the Management Board for College Employers Council and International Chair of Entrepreneurship with the World Federation of Colleges and Institutes. Since coming to Belleville, she serves as a Rotarian and as Secretary of Rotary Music Festival, on the Board of the Belleville Chamber of Commerce and President of the Quinte Figure Skating Club – she is also a certified Skate Canada Judge.

She holds a Bachelor of Arts and a Bachelor of Education from Memorial University; certificates in Public Administration and Business from Memorial University; a Master of Arts in Higher Education from the University of British Columbia, and a Masters certificate in Project Management from York University/Memorial University. Continuing on her lifelong learning journey, in 2015 Ann Marie received her doctorate in higher education leadership from the University of Calgary.


Pam Jolliffe
Milford, Chair
Ms. Jolliffe joined the Board in 2018 and served as a member of the Finance, Corporate Services and Governance Committee as well as the Audit Committee during the 2018-2019 term. In August 2019, Ms. Jolliffe was elected Vice Chair of the Board for 2019–2020 and in June 2020, was acclaimed by the Board to serve as Chair of the Board for 2020-2021. As Chair of the Board, in addition to being a voting member on each Standing Committee of the Board, Ms. Jolliffe will chair the Executive Committee and serve as a member of the Nominating Committee, the Board By-Laws and Policies Committee, and The Loyalist College Foundation Board.

Ms. Jolliffe is an experienced executive with a demonstrated history of working in non-profit organizations. She has advocacy, governance, management and policy skills, and has strong connections in a variety of sectors including youth services, mental health, homelessness and poverty. Currently, Ms. Jolliffe is the Principal of P. Jolliffe and Associates. During her 30-year career, she has served as Interim Executive Director with Food Banks Canada; President and CEO of Boys and Girls Club of Canada/Boys and Girls Clubs of Canada Foundation; Executive Director of Fred Victor Centre; and as the Director of Planning and of Adult Services at St. Christopher House.

Ms. Jolliffe received a Bachelor of Arts Honours from York University and a Master of Education (Counselling Psychology) from the University of Toronto. She has served on several non-profit boards, including St. Michael’s Hospital, the Ontario Non-Profit Housing Association, and the Centre for Addictions and Mental Health (CAMH).

Using the power of storytelling through our #COVID19Kindness platform, we’ve captured lasting memories of the remarkable ways in which Loyalist College faculty, staff and students have carried the overall health and well-being of our community. These stories illustrate the collective strength, flexibility and resiliency of Team Loyalist in pushing forward to make the very best of a difficult situation. Below are some of the amazing examples of how Team Loyalist, many of whom are Loyalist College graduates, have supported critical health care and frontline efforts to protect the health and safety of our communities. Their exceptional contributions include:


MEET ALUMNUS TODD SMITH
As a proud graduate of Loyalist College’s Radio Broadcasting program, Todd Smith spent 18 years at Quinte Broadcasting before running for office in 2011. He currently serves as Member of Provincial Parliament for Bay of Quinte and is Ontario's Minister of Children, Community and Social Services. Like many of our community partners, Minister Smith has been attuned to Loyalist College’s needs throughout the pandemic.

Minister Smith says his education prepared him “to research and understand information, repackage it, and convey it succinctly. I also learned to recognize an audience and tailor the message to reach them most effectively.”

He says his time at Loyalist College is where he developed close ties within the community, which enabled him to gain an intimate understanding of the Bay of Quinte region’s needs. These connections have been vital in becoming an effective advocate for our community, and the strength of his advocacy is evidenced by the funding he helped Loyalist College secure in the last year, including:

$3,500,000 in COVID-19 expense related relief funding;
$316,146 in mental health funding to allow the College to hire a dedicated outreach worker and expand our mental health and wellness programming for students;
$2,166,200 in capital funding to address the College’s deferred maintenance backlog;
$1,756,100 in capital funding as part of the Facilities Renewal Program (FRP) to support the College in providing a modern and safe learning environment for students and employees;
$757,142 as part of the Career Ready Fund’s Auto Stream to empower the College to collaborate with other colleges to form a steering committee overseeing the development of a network which brings together students and industry partners.

It is these kinds of programs and partnerships which “position Loyalist College to play a major role in the economic recovery of our region,” says Minister Smith. “Dr. Ann Marie Vaughan and her team have done a great job in their strategic planning to identify local needs and tailor programs to deliver the appropriate training employers require.” In this vein, the Ontario government also provided funding for a new fully funded, accelerated Personal Support Worker (PSW) program, which allowed Loyalist College to offer 120 seats in three cohorts to help fill the significant demand for PSWs on the frontlines in our region.
Now, more than ever, our health care system is in dire need of health care professionals to support the high numbers of patients across Ontario and in our Quinte region. Personal Support Workers (PSWs) are incredibly important members of Quinte Health Care’s team. We rely on PSWs daily across various hospital units and couldn’t properly care for patients without them. We hope the tuition bursary for Personal Support Worker students will help to bolster the health care workforce so our patients get the best care possible.

While the COVID-19 pandemic has been an exceptionally challenging time for everyone, Minister Smith shared sage advice for graduating students who have endured a pandemic to join the ranks of our 54,000-member alumni community: “Be prepared to work hard and be a team player, but don’t be afraid to ask questions, seek knowledge, and think critically, but perhaps most importantly, be adaptable.” Adaptability. That might just be the most important skill our students and employees have acquired over the course of the last year.

Student Success Services

In response to COVID-19 safety measures restricting in-person working and learning, Loyalist College quickly redesigned our Student Success services to be delivered online.

Under the guidance of the College Executive Team, Student Success and Student Life collaborated to meet the needs of students in a hybrid learning environment with the goal of ensuring students experienced an increased level of staff engagement and connection through the Fall and Winter semesters. Loyalist College staff were able to deliver a personalized and caring online experience which met the diverse needs of students, reflecting our Destination College objective.

As the College is in a region where not everyone has reliable access to broadband, the Student Access Lab (SAL) was able to safely remain open with strict COVID-19 protocols. In addition, to support those students who do not have at home computing devices, Loyalist College also created a technology loaner program.

The Centre for the Advancement of Teaching and Learning created a Student Remote Learning Kit with best practices for online learning.

In order to adapt to changes imposed by the pandemic the student Food Cupboard was relocated into the Kente Building for increased availability. The move created the opportunity to migrate the Food Cupboard to an online platform, which allows students to shop online for nutritious food options and create orders for pickup. By transitioning online, the College was able to ensure there was no interruption of service to students.

The online platform provides analytical data on which items are being ordered most frequently, allowing staff to evaluate the sell-through success of individual food products. This data ensures the Food Cupboard is being re-stocked with the most commonly ordered items.

Through this operational change, Loyalist College’s Free Market initiative, which provides students access to gently used items such as cookware, toasters, kettles, and clothing was also brought online. To date, we’ve had over 1,000 orders placed by students.

In addition to the fruit and vegetable garden that was constructed last year, the Culinary Michelle Tone, First Year Social Service Worker Student “I must say the College does an exceptional job with student support - everything from financial assistance to academic support.” program donated frozen meals prepared by the Culinary students to the Food Cupboard to provide students with a variety of meal options. Together these efforts helped to alleviate food security concerns during the pandemic by providing free nutritious foods to our students.

With in-person appointments and drop-in counselling sessions limited by COVID-19 restrictions, Loyalist College counsellors teamed up with 91X FM CJLX to create a weekly radio spot called ‘Loyalist Counsellors during COVID,’ which tackles common mental health problems among students and suggests helpful coping strategies.
Student Health Services

The Student Health Centre was initially closed but was able to re-open in August to safely provide comprehensive health services, including COVID-19 testing for Loyalist College students, faculty and staff.

The clinic is staffed by a full-time registered nurse, support specialist, and part-time attending physician. It provides comprehensive, high-quality and responsive health care services and coordinates the immunization clearance for students attending placements.

The Loyalist College Student Government prioritized students’ mental health by expanding the Keep Me Safe (MySSP) application to students at the Bancroft and Port Hope campuses. In an effort to increase awareness of the MySSP mental wellness support program, special campaigns around common mental health issues and webinars were offered to students and employees.

Students were offered free one-on-one Wellness coaching to support them with managing stress and performance, learning strategies for time and energy management, setting goals, and finding purpose. Mental health workshops and training sessions were also offered to students.

In recognition of Bell Let’s Talk Day this year, a student and member of the Wellness Ambassador Team created a “Students Talk to Students about Mental Health” featuring students having real, deep conversations about mental health issues they have experienced and how they learned to cope.
Student Career Services

The Career Centre supports Loyalist College students seeking employment either in the community or on campus by providing them with career and education advice, support with résumés or cover letters as well as how to market themselves to future employers in their chosen career path.

Over the last year, the Career Centre website hosted 10 Virtual Employer events, connecting students directly with employers and two employer panel events were hosted in collaboration with the Quinte Human Resources Professionals Association.

In addition, Loyalist College’s partnership with Ten Thousand Coffees provided students and recent graduates with access to three Career Development webinars hosted by high profile speakers, including former Olympians and national recruitment managers.

Career Centre staff worked with program faculty across the College to engage students in other various job readiness workshops including LinkedIn workshops, Interview Skills, Dress for Success and Portfolio development.

Loyalist College was able to maintain Belleville and Bancroft Community Employment Services offerings by delivering training programs and workshops for job seekers remotely. Employment Consultants continued helping transition graduates to careers and supporting employers with filling essential roles.

When the College became an HPEPH Regional Immunization Centre, the team in the Career Centre was instrumental in developing and supporting the staffing plan, and they also worked hard to prepare students to work at other vaccination clinics throughout the region.

Student Life and Leadership

The new virtual platform, Student Life Connect, offers students a seamless way to stay engaged and connected regardless of where they are. The platform provides students an opportunity to select from a variety of live and on-demand activities to help students live their best life on or off campus. An e-Sports program was launched to bring avid student gamers together in a virtual competition.

The College’s first-ever Virtual Orientation, which ran each day from August 30 until September 11, had 1,075 student visits. The College hosted more than 70 fun and interactive online sessions where students got to know one another, their faculty and service teams. These online activities, led by Student Government and Student Success, continue throughout the academic year.

In September, Loyalist College partnered with Quinte Skyhawks to offer players an excellent opportunity to continue their postsecondary studies while they play football. Given the College’s focus on athletics, we look forward to offering the same passion and commitment to the young athletes who will come to the region. It’s a win-win collaboration!

The Student Life team, Residence Life team and Student Government partnered to deliver various fundraising activities over the last year in support of community partners such as Quinte West Fire, Quinte West Paramedic, Belleville Police Service, and United Way Hastings Prince Edward.

Residence Life continued operating throughout the pandemic to support students through a combination of virtual and face-to-face programming including food giveaways, movie nights, themed awareness weeks and DIY activities.

During the holiday break, many students living in the Residence Village were not able to travel home to be with their family and friends as a result of the pandemic. Special meals from local restaurants were ordered and personally delivered to the students including Christmas Eve, Christmas Day and New Year’s Eve dinners. In addition, Residence staff checked in on the students regularly to ensure they were in good mental health. The students were very appreciative of the kindness and support.

In December, Loyalist College also held a virtual Winter Warm Up event led by the Athletics department, with support from the entire Student Life team.

Student Awards

On March 11 during the Virtual Spring Awards Ceremony, Loyalist College recognized 59 students. Made possible by 30 donors, including 18 endowed funds, a total of $34,220 was awarded, bringing the total value of awards presented this academic year through the Awards Office to more than $451,000.

In memory of the lives lost in the tragic crash of the Ukraine International Airlines Flight on January 8, 2020, Ontario’s Ministry of Colleges and Universities launched the Ontario Remembrance Scholarship. This one-time award valued at $10,000 was awarded to fourth semester Paramedic student Ashley Macdonald who overcame significant hurdles early in her life and has shown an exceptional aptitude for helping those around her.

On December 17, Loyalist College hosted the Virtual Undergraduate Awards Ceremony, where we congratulated 275 students who received 320 awards worth a total value of $167,900. Many of the awards were provided by donors through The Loyalist College Foundation. During virtual awards ceremonies, special gratitude videos, featuring messages of thanks, were extended to donors from students.

Also in December, Katie Iles, a Cannabis Applied Science student, received Colleges and Institutes Canada’s (CICan) Paul and Gerri Charette Bursary in the amount of $5,000. Katie was one of the Residence Assistants who moved into the quarantine hotels last March to assist more than 170 students from the Belleville campus who had no other place to go. The College leaned on Katie heavily to support and implement this move.


Student Bursaries
We want to help our fellow students overcome the challenge of the COVID-19 pandemic and successfully continue their journey at Loyalist College. As students ourselves, we understand the difference this financial support can make in the lives of students.

In total, Loyalist College has allocated more than $1 million to provide students with needs-based financial assistance, required as a result of the COVID-19 pandemic. For 2020/2021, a $700,000 fund helped qualified returning domestic and international students pay for their Loyalist College education with a one-time bursary of up to $1,000 toward the cost of tuition. Loyalist Student Government, on behalf of its student members, donated $300,000 to the fund.

For September 2020, the College awarded:

For Winter 2021, the College awarded:

45 Entrance Bursaries ($17,000) 363 Financial Need Bursaries ($153,000) 261 Returning Student Bursaries ($160,000)


In addition, for new and returning Fall 2021 students, Student Government, on behalf of Loyalist College students, is offering 310 financial need bursaries in the amount of $500, which will make a difference.

In July 2020, we made an $80,000 investment to cover the cost of tuition for eligible current and former youth in extended care of a Children’s Aid Society.

Industry Awards

Thirteen Loyalist College Photojournalism graduates received 2019 National Pictures of the Year (NPOY) awards from the News Photographers Association of Canada (NPAC) in April, including graduate Ben Nelms who was named Photojournalist of the Year. Photojournalism student Alex Filipe was named Student Photographer of the Year. Loyalist College proudly represented in 14 of the 16 award categories.
Convocation

While we were unable to host our traditional June Convocation Ceremonies, which are a highlight of the year in our community, we found new ways to connect and celebrate the achievements of graduating students. This Congratulations Class of 2020 video incorporates messages and photos of students with their congratulatory lawn signs.

In total, 2,225 Loyalist College students graduated with 2,311 postsecondary credentials, including Ontario College Advanced Diplomas, Diplomas and Certifications. They join a supportive network of more than 54,000 Loyalist College alumni living coast-to-coast-to-coast and around the world.

Our 2020 Valedictorians are seven exceptional students who made important contributions to the College, in addition to achieving high academic standing. They initiated courageous conversations around students’ issues and introduced key changes on campus that help foster a healthy, mindful learning and student life environment.

Loyalist College in Toronto (LCIT)

LCIT launched 15 new programs, listed throughout the Cluster Updates section, over the last fiscal year to meet global demands for specialized services and products which allow competitive positioning for companies to differentiate themselves within a market sector.

The skills LCIT graduates earn through each of these programs will allow them to access, analyze and utilize data for the diversification of services, enhance IT security and ensure growth and success of their employers.

In response to the COVID-19 pandemic, LCIT launched several new student services designed to support students academically and socially as well as encouraging their virtual engagement.

For example, LCIT launched virtual competitions and events for students – from creating business plans to virtual talent shows with prizes awarded, various academic support workshops, mental health supports, immigration services, virtual job fairs and online networking events and information sessions.

The Big Blue Button was also integrated into LMS to support synchronous sessions and workshops, which were recorded in the event students had connectivity issues or missed live class and needed to watch them at a later date.
International

Loyalist College is dedicated to providing global learning opportunities for our students to study in Canada and abroad. We believe the relationships that develop between international and domestic students create opportunities for cross-cultural understanding. This enriches the experience for all of our students, faculty and staff and contributes to the College’s citizenship and global responsibility.

The College has established curriculum share partnerships with a variety of international institutions for students to gain a global learning experience while earning academic credits. Students who successfully complete Loyalist College programs in collaboration with our international partners receive the same credential provided to students at our Canadian campuses.

Over the last year, we have seen growth in our partner schools in China in programs such as Fitness and Health Promotion, Early Childhood Education, Business and Economics, Construction, and Electrical Automation.

In response to international travel restrictions during the COVID-19 pandemic, the College partnered with the North American Business College (NAB) in July 2020 to launch campuses in Chandigarh, Punjab and Ahmedabad, Gujarat, India. These campuses provided an opportunity for eligible international students, who were unable travel to Canada due to the COVID-19 pandemic, to begin their hands-on in-person requirements of their Biotechnology, Chemical Engineering Technician/Technology and Environmental Technician/Technology programs in September 2020.

Loyalist College was one of the first of four Designated Learning Institutions (DLIs) in Ontario to have an approved quarantine plan, developed by our International team who worked diligently to support Loyalist College international students arriving from abroad.

Beginning before the student leaves their home country, the International team supports them with their travel plan, ensuring they have all the required documents. Upon arrival students are supported immediately with transportation to and from the quarantine hotel, food delivery, daily wellness check-ins and COVID-19 testing. We also work with Public Health to ensure all COVID-19 protocols have been followed before the individual is allowed to leave quarantine.
Distance Studies and Continuing Education

Distance Education at Loyalist College offers a range of online courses, certificates and diploma programs available through monthly and semester starts. Online learning provides the freedom to work at a location and time that is convenient for students while receiving guidance from a facilitator and enjoying interaction with classmates.

Continuing Education at Loyalist College offers unique and diverse programming in areas such as the arts, business, computers, languages, culinary arts, compliance-level training, camps for kids and teens, and more.

Loyalist College continues to be a leading institution in OntarioLearn, a consortium comprised of all 24 Ontario community colleges that works collaboratively to develop and deliver high-quality online learning. The College hosted 17,652 registrations on behalf of OntarioLearn and offers 20 online programs with a total of 4,106 registrations, a 27% increase year over year. Additionally, Loyalist College offers fully online delivery of its Early Childhood Education and Developmental Services Worker diploma programs and Child Development Practitioner and DSW apprenticeship programs, realizing 3,997 registrations combined.

Bancroft Continuing Education certification courses for programs considered to be essential services continued to be delivered while adhering to Public Health safety measures.
Loyalist Training and Knowledge Centre

Loyalist Training and Knowledge Centre (LTKC), a Corporate Training Division of Loyalist College, offers practical, hands-on workplace learning and performance solutions that enable organizations to meet their specific business goals and objectives. LTKC has hundreds of courses available and works with organizations to customize programming needs based on their specific talent needs. These programs are delivered onsite at a facility, or in classrooms at Loyalist College.

Loyalist Exam Services

Loyalist Exam Services (LES) is a division of Loyalist College which provides online and conference solutions for a variety of organizations and educational institutions to achieve their examination requirements by providing seamless delivery solutions and global best practices when it comes to registration, scheduling, security, and exam results for clients. LES serves a wide variety of clients, including one of Canada’s largest retailers, all of which require adaptable and flexible exam services. As many of these organizations have a large global footprint, exams are provided in multiple languages and are available 24/7. The exam formats offered range from practical exams using virtual machines as well as multiple selection exams. While the COVID-19 pandemic presented challenges felt across the world, the LES team ultimately had strong results due to the previously established virtual business model.
Community Employment Services

Loyalist College Community Employment Services (CES) delivers Employment Ontario programs and services in the Belleville and Bancroft areas. Specialized help for individuals to attain their employment goals is available, free of charge. Whether clients need support to identify a career; to learn job search techniques; to build an effective résumé and cover letter; to practise interview skills; or to access training funding to increase their marketability, CES can help.
ENHANCING OUR DESTINATION CAMPUS FACILITIES
While much of the 2020-2021 fiscal year was focused on ensuring our College campus and surrounding communities were kept safe, we continued making investments in enhancing our Destination Campus facilities.

Loyalist College made significant investments in creating a safe learning, working and living environment in which students can thrive and achieve their learning outcomes. In order to protect the health and safety of our College and wider community, the College incurred approximately $1.5 million in COVID-19 related costs, and response measures, including technology and support required to pivot to remote and blended program delivery. Our newly renovated applied research facilities space, opening in September 2021, will allow Loyalist College to expand our work with the cannabis and natural products industries as well as allowing our Loyalist College students, faculty and staff to enhance their research capacity and experiential learning opportunities beyond academic labs in various programs across the College. This expanded research facility has been made possible by a $1 million grant to Loyalist College through the Canada Foundation for Innovation’s (CFI) College Industry Innovation Fund.

Building on our longstanding partnership with the City of Belleville, we announced in July that the City is contributing $100,000 to the construction of a pedestrian/cyclist path and bridge across Potter’s Creek which will physically connect Loyalist College to our surrounding communities.

Other facilities upgrades which continued throughout the pandemic include:

Integrating physical and mental health care by beginning the construction of our new Health and Wellness Facility. The Loyalist College Student Government has pledged $4.5 million toward this new facility, on behalf of its student members;

Completing engineering and functional design work for our new Mechatronics laboratory;

Completing a functional design and operating model for a new Makerspace;

Upgrading sidewalk and parking lot lighting, with new posts and LED lights;

Enhancing the Residence Complex building by upgrading countertops, flooring, network cabling in the Reilly building, fibre backbone replacements to each Residence building, and new accessible washrooms in Reilly and McFarlane buildings;

Installing new 250KW backup generator to support safety and critical College infrastructure that was previously unsupported.
Information Technology Upgrades

In an effort to ensure students and employees on each of our campuses have access to the latest technologies there were several investments made over the last year, including:

Renovating a new lab and office space to support our Technology Access Centre for students;

Refreshing all PCs and Mac computers in the Student Access Labs (SAL);

Creating a fully integrated telephone system for the College by upgrading phone systems and networks in the Bancroft and Belleville Community Employment Services offices;

Implementing new Banner 9 to enhance student information systems and support seamless communication across applications;

Fully adopting AGILE methodologies for Software Development; and supporting our Cyber Security initiative through:

Augmenting radio station, TV studio and QNet newsroom infrastructure including new computers, Windows software, Burli software, radio automation server upgrade (CLBC and CJLX);

Increasing campus security camera coverage to 22%.
Sustainability

Building on the last few years of important sustainability work, Loyalist College continued diverting waste by adding additional four-stream waste bins across campus. The entire third floor of the Kente Building transitioned over to four-stream waste bins last year, and as we continue this work throughout campus, six new four-stream bins were added to the second floor.
PEOPLE AND CULTURE
It is unsurprising that in 2020, Loyalist College’s Human Resources (HR) department was focused on dealing with the impact of COVID-19 and supporting employees who suddenly found themselves setting up a “temporary” home workspace. Occupational Health and Safety was able to support with ergonomic advice for those at home, and by continuing to provide essential programs and services. Concurrently, an enormous amount of effort went into implementing rigorous health and safety measures for those who remained on campus, in compliance with Public Health guidelines.

HR Advisors continued to support the work of the College by providing ongoing support to employees, including recruitment, though this was a novel process during the pandemic. In order to make sure all employees had a place to turn for wellness supports when needed, the College expanded access to the Employee and Family Assistance Program to all active employees including seasonal, sessional, casual, part-time and full-time staff.

Half-day holidays were also added to long weekends to support employees with a better worklife balance during the pandemic, and a range of activities were delivered to employees online with the specific goal of supporting mental health and well-being. These included yoga and fitness classes, and virtual learning sessions open to all employees called “Living and Working in Uncertainty.”

All of this was being delivered while Loyalist College was undergoing a significant time of transition across various departments. Over the course of the last year, the College has onboarded new executive members including:


Ron Byrne, Senior Vice-President Academic in July 2020;

June MacDonald-Jenkins, Dean of Health, Human and Justice Studies, who was seconded to Associate Vice-President Academic in the Fall 2020 semester;

Jeremy Laurin, Senior Vice-President, External Relations and Business Development in May 2020; and,

Mark Kirkpatrick, Senior Vice-President, Corporate Services and Chief Financial Officer in March 2020.
With the hiring of a new Vice-President, People and Culture, Elizabeth Lancaster, in January 2021, Loyalist College officially refocused and renamed Human Resources. More than a name change, this refocusing reflects that the College’s community and its culture are at the heart of a powerful learning and working experience. Shaping the culture of an organization is a challenging, collective, ongoing exercise.

As part of Loyalist College’s strategic planning process, two years ago over 400 students, faculty and staff participated in a process which identified five values that are at once reflective of, and aspirational toward being Ontario’s Destination College. These values are caring, inclusive, engaging, creative, and accountable. They enable us, together, to shape a community which best supports learning and development, and at their optimum, help foster an equitable and inclusive learning, working, and living environment.

For students, engaging in the often messy, imperfect and deeply meaningful endeavour of living and working through values also furthers the development of the Graduate Attributes. For faculty and staff and particularly for our leaders, it calls upon us to be constantly mindful and attentive. Numerous factors impact a community’s ability to live its desired values, from its structures and processes, to its interactions, decisions and conversations. And so, while living our values and building community is a daily process shared by every member of the College, having a department whose role is to encourage us to focus on this work is enormously important.

Equity, Diversity and Inclusion:

In its first year, the People and Culture department is engaging in extensive work on core services within the department – ensuring that basic structures, processes and information within the department support the businesses of the College in a streamlined, highly functional and accurate manner while also aligning with an equity, diversity, and inclusion (EDI) framework. To support this work, the department is also beginning to expand and deepen conversations among faculty and staff across the College by offering learning sessions and leadership dialogues.

The department is recruiting a new Manager, Recruitment, Equity and Development to support the Vice-President in recrafting the recruitment approach with an EDI lens and building relationships among equity seeking groups including students, staff and faculty with the goal of co-creating a new EDI approach for the College.

Additionally, to reflect the increasing number of international students from India, Loyalist College has added a dedicated staff member from India to support their needs as they pursue their academic journey with us.

The work of cultivating and sustaining an equitable, inclusive campus environment through an EDI approach also involves nurturing our Graduate Attributes of Indigenous and Cross-Cultural Understanding, and Citizenship and Global Responsibility as laid out in our Strategic Plan. As a small, rural College we recognize our unique role and responsibility as an agent of change. The changes we have made, and will continue to make, are instrumental in reshaping the perspectives of our wider community.
Given that Loyalist College sits on the territory of the Huron-Wendat, the Anishnaabeg and Haudenosaunee peoples, and is in close proximity to the Tyendinaga Mohawk Nation community, this specifically and especially means listening, honouring and reflecting Indigenous cultures across all aspects of the organization. As there is a large number of Indigenous students enrolled at the College, we have a comprehensive offering of student services, events and activities through our Indigenous Resource Centre and the Indigenous Circle on Education (ICE), which includes Mohawk and Métis community representatives. There is also a dedicated seat on the Loyalist College Board of Governors for an Indigenous community representative who is selected in consultation with the Tyendinaga community.

The Mohawk flag permanently flies at the entrance to the College, and our new A’nó:wara Learning Circle is a designated physical space to honour and promote Indigenous culture, tradition and practices, which is an important step in the process of Truth and Reconciliation. On September 30, National Orange Shirt Day, Loyalist College acknowledged the completed construction of the A’nó:wara Learning Circle, an outdoor space on campus dedicated to the promotion of Indigenous culture, tradition, and ceremony. During a small smudging ceremony, which the College shared in a video through social media, the Circle was cleansed with sacred smoke to ensure a safe, positive learning environment. On that day, the College launched a digital mural on its homepage with close to 100 submitted photos of students and employees wearing orange.

The Loyalist College community also acknowledges that addressing racial and anti-Black racism begins with creating space to discuss how, where, and why racism persists in the Bay of Quinte region. With this in mind, the College hosted a special Standing Together Against Racism Web Forum, which had more than 200 registrants. Georgina Thompson, a Loyalist College graduate and Premier’s Award Winner, moderated the panel which included Dr. Aruna Alexander, Founding President of the United Nations Association in Canada, Bay of Quinte Chapter; Orlando Ferro, Executive Director of Quinte Immigration Services; and Sydney Jarvis, a recent Social Service Worker graduate from Loyalist College.

With the aim of ensuring the LGBTQ2S members of our Loyalist College community feel accepted and safe on and off campus, the College recently launched the Positive Space Workshop, run by Loyalist College counsellors. The College also recently installed Pride Crosswalks and gender inclusive washrooms on campus, and recognizes Pride Month with a flag raising ceremony and other events. In November, Student Government also partnered with the Loyalist College Pride on Campus group and Residence Life to host a Transgender Day of Remembrance Vigil.

To support those students with documented disabilities, the College has a dedicated AccessAbility Services team whose mission is to foster a supportive and accessible environment by inspiring confidence, getting students excited about learning and preparing them for the workplace. As with our other student support services, many of these services were moved online to respect Public Health guidelines and limitations during the COVID-19 pandemic.

The College also continued facilities upgrades in compliance with the Accessibility for Ontarians with Disabilities Act (AODA), including upgrading stairwells, elevators and other smaller budget upgrades which have a significant impact in the accessibility of Loyalist College’s learning, working and living environment.


HEALTH, HUMAN SERVICES, SOCIAL DEVELOPMENT AND PUBLIC SAFETY
As the pandemic has exacerbated pre-existing health care and emergency response staff shortages, Loyalist College launched the following programs to address these urgent needs:

Care of Vulnerable Populations (One-year Graduate Certificate)

Emergency Management and Incident Response (One-year Graduate Certificate)

Massage Therapy (Three-year Ontario College Advanced Diploma Program)

Personal Support Worker Accelerated (New, fully funded 21-week Ontario College Certificate with three intake periods, which were all oversubscribed)

Pre-Service Firefighter Education and Training (One-year Ontario College Certificate); for which the College purchased a full new equipment complement


The College is also enhancing its offerings in the area of social development and public safety through the following programs:

Child and Youth Care (Ontario College Advanced Diploma, which is a compressed version of our existing six semester diploma)

Law Clerk Advanced (One-year Ontario College Graduate Certificate)
In May 2020, Loyalist College announced it was awarded a $359,793 grant through the National Sciences and Engineering Research Council’s (NSERC) College and Community Innovation (CCI) Program and College and Community Social Innovation Fund (CCSIF) for its ‘Intergenerational Home Sharing Program: College Students Co-living with Older Adults’ proposal. The three-year pilot project will develop an alternative housing model that promotes intergenerational living for Loyalist College students and adults 55 years of age and older in Hastings and Prince Edward Counties. The exciting potential benefits of this program include addressing housing availability and affordability issues while exploring the possibility of improving both students’ and seniors’ quality of life by reducing isolation and increasing their sense of belonging. Community partners who provided support for this proposal include Hastings Quinte Paramedic Services (HQPS), Hastings County Community and Human Services, and Quinte Immigration Services.

BIO ECONOMY, AGRITECH (FOOD, PHARMACEUTICAL AND NATURAL PRODUCTS)
In January, Loyalist College welcomed its first cohort of our new Cannabis Career Launch microcredential program. This exciting new offering is designed to increase employment prospects and mobility for job seekers and incumbent workers in the cannabis sector. Focused on hands-on cannabis production, safety and workplace communication, the College’s SkillsAdvance Ontario (SAO) pilot project is free and includes a paid two-week industry placement, funded in part by the Ministry of Labour, Training and Skills Development.

In February, the College announced that we are partnering with various postsecondary institutions across the country in the college cannabis consortium. We are excited to join the consortium as we continue building capacity and supporting growth in the burgeoning cannabis industry.

Loyalist College's Centre for Natural Products and Medical Cannabis hosted the Cannabis Edibles for Bakers: Insights into Baking Quality Edibles webinar in partnership with the Baking Association of Canada (Ontario Chapter) in January. The 125 participants explored challenges faced by bakers in the cannabis and food science industry as well as insights for baking quality cannabis edibles.

The College received its first two Mitacs Accelerate funding awards in September, totalling $30,000 to support an applied research project with apollogreen, a global cannabis starter plant supplier. The project includes two six-month internships. Kandace Parks, a post-graduate Cannabis Applied Science student, is the successful candidate for the resulting 12-month research position with apollogreen.

Loyalist College and Bioenterprise: Canada’s Food & Agri-Tech Engine signed a Memorandum of Understanding solidifying their commitment to supporting small and medium-sized enterprises across Canada. Bioenterprise and the College will work together to drive economic growth within the food and beverage, natural health products, cannabis, and hemp industries.

Loyalist College is using its applied research expertise in green technology and cannabis to identify and test different sustainable liner options to match the quality of Kingston Aluminum Technology Inc.’s (KAT) recyclable aluminum bottles. Funding from GreenCentre Canada’s CONNECT program to advance this initiative will move KAT, a privately-held Canadian company, closer to commercial success in the Cannabis 2.0 market.

The College received a five-year renewal of its federal Health Canada license to conduct research under the Cannabis Act and Cannabis Regulations, and a three-year renewal of its license to conduct analytical testing.

ADVANCED MANUFACTURING AND BUSINESS AUTOMATION
The manufacturing industry is one of the Bay of Quinte region’s largest economic contributors with over $5 billion dollars in output each year. As advanced digital technologies disrupt and transform the sector, our Advanced Manufacturing and Business Automation cluster is creating opportunities to support our region’s most innovative small to mid-sized manufacturing firms as well as multinational firms who have a footprint in our region.

Beginning Fall 2021, students at Loyalist College will have the opportunity to work toward Level One and Level Two Mechatronics Systems certification – either as standalone Level One and Level Two Mechatronics Systems micro-credentials or through our new two-year Ontario College diploma in Electromechanical Engineering Technician – Mechatronics.

On January 28, Siemens Canada and Loyalist College announced the signing of a Memorandum of Understanding (MOU) to partner on these programs and other initiatives. The partnership aims to prepare students for the workforce by providing them the real-world technical skills required to support Ontario’s manufacturing industry.

Students will be able to earn their diploma or micro-certification in our newly renovated, dedicated Mechatronics lab within The Bay of Quinte Skills Centre with faculty who will be trained at the Siemens Technik Academy in Nuremburg, Germany.

These advanced manufacturing programs are exemplary postsecondary programs at Loyalist College geared toward attracting students from the Bay of Quinte region and beyond. Our new Mechatronics training centre of choice will offer exceptional sector-specific support, including industrial assistance, and customizable training for our industry partners.

Additionally, to enhance these offerings, the College has procured various types of robotic equipment, including FANUC and Universal™ collaborative robots allowing ground-breaking local opportunities to gain internationally recognized credentials.

SCIENCE,TECHNOLOGY, ENGINEERING, ARTS AND MATH (STEAM)
As we look to enhance synergies of interdisciplinary learning our Science, Technology, Engineering, Arts, and Math (STEAM) cluster aims to enhance Loyalist College students’ critical thinking skills by recognizing and analyzing the intersection of art, science, technology, engineering and math.

CREATIVE, COMMUNICATION AND SOCIAL ECONOMY
As Loyalist College continues to drive economic growth and innovation in the Bay of Quinte region, the Creative, Communication and Social Economy cluster will also support the College’s move toward augmenting interdisciplinary learning and encouraging students’ creativity and critical thinking skills.

On February 3, the College announced a new study examining information on assisting transitional employment opportunities for military families. First Flight Discovery, named after its affiliation with 8 Wing/Canadian Forces Base (CFB) Trenton, is a research project which examines the nature of employment challenges faced by the military family community. With funding from the Government of Ontario and supported by 8 Wing/CFB Trenton and the Trenton Military Family Resource Centre, the College has established a team who is seeking participants to engage in this study which will assess the need and scope for entrepreneurship training to create opportunities for military families who are so valued and appreciated.

Building on its legacy as a national leader in media studies for more than 50 years, Loyalist College will be launching the following leading-edge content creation programs:

2021-2021 BOARD OF GOVERNORS
Loyalist College of Applied Arts and Technology is overseen by a Board of Governors composed of members from the community at large and College employees and supported by College administration. It is comprised of 13 external governors (appointed) and four internal governors (elected from within the College representing students, academic, administrative and support staff). The College President is an ex-officio member of the Board. The Board of Governors for the College is a governing board, not a management board. The Board is responsible for defining the role and mission of the College and, thereby, setting the strategic directions for the College to achieve. The Board has responsibility for fiduciary oversight and institutional performance. All of its decisions and policies are made in the best interest of the institution, not for particular constituents.


Pam Jolliffe
Milford, Chair
Ms. Jolliffe joined the Board in 2018 and served as a member of the Finance, Corporate Services and Governance Committee as well as the Audit Committee during the 2018-2019 term. In August 2019, Ms. Jolliffe was elected Vice Chair of the Board for 2019–2020 and in June 2020, was acclaimed by the Board to serve as Chair of the Board for 2020-2021. As Chair of the Board, in addition to being a voting member on each Standing Committee of the Board, Ms. Jolliffe will chair the Executive Committee and serve as a member of the Nominating Committee, the Board By-Laws and Policies Committee, and The Loyalist College Foundation Board.

Ms. Jolliffe is an experienced executive with a demonstrated history of working in non-profit organizations. She has advocacy, governance, management and policy skills, and has strong connections in a variety of sectors including youth services, mental health, homelessness and poverty. Currently, Ms. Jolliffe is the Principal of P. Jolliffe and Associates. During her 30-year career, she has served as Interim Executive Director with Food Banks Canada; President and CEO of Boys and Girls Club of Canada/Boys and Girls Clubs of Canada Foundation; Executive Director of Fred Victor Centre; and as the Director of Planning and of Adult Services at St. Christopher House.

Ms. Jolliffe received a Bachelor of Arts Honours from York University and a Master of Education (Counselling Psychology) from the University of Toronto. She has served on several non-profit boards, including St. Michael’s Hospital, the Ontario Non-Profit Housing Association, and the Centre for Addictions and Mental Health (CAMH).
Bob Forder
Carrying Place, Past Chair
Mr. Forder was appointed to the Board of Governors in 2015 and reappointed in 2018 for a second three-year term. Mr. Forder served on the Academic, Student Affairs and Advocacy Committee for two years (2015– 2016 and 2016–2017) and in June 2017, he was elected as Chair of the Board of Governors for the 2017–2018 term. He was re-elected in June 2018 and in August 2019 to serve this role for the 2018–2019 and 2019-2020 terms consecutively. In addition to serving as Chair of the Board, he also chaired the Executive Committee and served as a member of the Nominating Committee, the Board By-Laws and Policies Committee, and The Loyalist College Foundation Board. He will be the Board’s Liaison member on the College’s Construction Committee. In June 2020, Mr. Forder was acclaimed by the Board as Past Chair of the Board of Governors for the 2020-2021 term.

Mr. Forder joined the City of Quinte West in 2013 as Manager of Buildings and Facilities and retired in December 2019 from this management position. Prior to his employment with the City of Quinte West, Mr. Forder was the Lean Coordinator at Kennametal Stellite (formerly Deloro Stellite Inc.) for over six years with a previous 21-plus years with Linamar Corp. He has held many positions in manufacturing and supports the community through volunteering. He is Past Chair and current Steering Committee member of the Quinte Manufacturers Association, Past Director of the Belleville Chamber of Commerce representing Industry, and is a member of the Manufacturing Engineering Technician, Mechanical Techniques, and the Welding Techniques Advisory Committees at Loyalist College. Mr. Forder graduated with Honours from Loyalist College in 1988 with a Data Processing diploma (IT Designation).
Jeremy Braithwaite
Frankford, Governor
Mr. Braithwaite, a Professor in the Manufacturing Engineering Technician program, was elected by his peers in 2020 as the Academic Staff member on the Board of Governors.

Mr. Braithwaite graduated from Loyalist College in 2008 with a Manufacturing Engineering Technician Diploma and in 2007 earned a Mechanical Techniques Certificate. He was on the Dean’s List for both programs for his high academic standing. He earned a Bachelor of Engineering Technology in Manufacturing degree with Honours in 2017 from Cape Breton University, NS and has completed a number of careerrelated courses.

Mr. Braithwaite’s career at Loyalist College began in 2011 in a Support Staff role for the Manufacturing Engineering Technician and Welding and Fabrication Technician programs and began teaching in 2012.

Jeremy was Project Lead for The W. Garfield Weston Foundation’s Weston Family Scholarship in the Skilled Trades pilot program at the College (2015 – 2019) and continues to support both the initiative and the Foundation in varying capacities.

Jeremy volunteers as President on the Board of Directors at the Centre for Workforce Development, World Skills Team Canada Expert in Mechanical Engineering Design, Chair of the Skills Canada and Skills Ontario Mechanical Engineering Design Competitions and as a first responder with Quinte West Fire Department.

He is a registered Journeyperson (Draftsperson – Mechanical) with the Ontario College of Trades and a Certified Autodesk Professional.
Tim Farrell
Belleville, Governor
Mr. Farrell joined the Board in 2015 and was reappointed for a second three-year term in 2018. He served as a member of the Finance, Corporate Services and Governance Committee as well as the Audit Committee during those three years.

In June 2015, Mr. Farrell was elected as Chair of the Finance, Corporate Services and Governance Committee for the 2016–2017 term, and was reelected in that role for 2017–2018. In addition to serving as Chair of this Committee, Mr. Farrell also served as a member of the Executive Committee, the Nominating Committee, the Board By-Laws and Policies Committee and the Audit Committee. In June 2018, Mr. Farrell was elected as Vice Chair of the Board of Governors for 2018–2019 and in August 2019, he was elected as Chair of the Audit Committee for 2019-2020. In June 2020, Mr. Farrell was acclaimed by the Board to continue as Chair of the Audit Committee for the 2020-2021 term.

Mr. Farrell has been employed by the Royal Bank of Canada since 2005. Recently, he transitioned out of the Investment and Retirement Planning role that he had held for the previous 12 years. He now runs his own wealth management practice under the RBC Dominion Securities banner. Prior to arriving at RBC, Mr. Farrell worked as a Financial Advisor with CIBC Imperial Service in Kingston and Toronto. In 2002, he became licensed as a Certified Financial Planner.

Mr. Farrell graduated from the University of Western Ontario in 1996 with a Bachelor of Arts and an Honours Specialization in Sociology degree, and completed the Human Resource Management post-diploma program at Seneca College in 1998.

Support of community and volunteerism are important to Mr. Farrell. Most recently, he served five years on the Belleville Chamber of Commerce board, serving as a Director, President and Past President. He is also the current President of the Belleville Sales and Advertising Club, served on the Special Events Committee of the Belleville Downtown Improvement Association, and was a member of the Festival of Trees Gala Committee.

Ms. Hoskin, the Athletic Coordinator – Varsity Sports and Information, was elected by her peers as the Support Staff member on the Board of Governors in 2020. Her career at Loyalist College began in 2009 as a part-time employee in the College’s Athletics department. In 2010, she was hired full-time.

A former student athlete, two-time Loyalist graduate and eight-year coach of the Loyalist Lancers women’s volleyball program, Ms. Hoskin has spent countless hours recruiting for and promoting Loyalist College across the Country.

Ms. Hoskin has earned two diplomas from Loyalist College having graduated from the Recreation and Leisure Services program in 2008 and the post-graduate Public Relations program in 2009.

Outside of campus, Ms. Hoskin is the current women’s volleyball convener for the Ontario Colleges Athletic Association (OCAA) and is a member of two OCAA committees – the Ways and Means Committee and the COVID-19 Ad hoc Committee. She also volunteers as a volleyball coach at a local high school.

A passionate advocate for students, Ms. Hoskin remains an active member of the Student Life team who have taken on many roles and responsibilities within the College.
Julie Lange
Trenton, Governor
Ms. Lange was appointed to the Board of Governors in June 2020. She is Portfolio Manager, Director, and Branch Manager of Scotia Wealth Management in Belleville and has 33 years’ experience in financial management. Ms. Lange distinguished herself professionally by obtaining Fellow of the Canadian Securities Institute, Chartered Investment Manager, and Director designations during the early years of her career.

Ms. Lange graduated from Ryerson University, and is committed to ongoing education in the industry. She is a strong public service supporter and has served on many voluntary organizations both in member and leadership positions. Ms. Lange is the past president of Quinte Regional Hospice, and former Treasurer of Trenton Memorial Hospital and recipient of the Quinte Regional Children’s Foundation Guardian Angel award in recognition of her dedication to helping young mothers, and at risk children.

In 2015 Ms. Lange was appointed to serve as an Honorary Colonel in the Royal Canadian Air Force and was affiliated with 436 Transport Squadron, 8 Wing, Canadian Forces Base Trenton. She is also a Director of CFLC, Canadian Forces Liaison Council.
Jennifer May-Anderson
Belleville, Governor
Ms. May-Anderson joined the Board in 2018 and served as a member of the Academic, Student Affairs and Advocacy Committee. In August 2019, Ms. May-Anderson was elected Chair of the Academic Committee and the Student Affairs Committee for 2019–2020 and in June 2020, was acclaimed by the Board to continue in that role for the 2002-2021 term. As Chair of these committees, Ms. May-Anderson will also serve on the Executive Committee, the Nominating Committee, the Board By-Laws and Policies Committee.

Ms. May-Anderson is the Executive Director of Hospice Quinte, a position she accepted in 2017. As Executive Director, Ms. May-Anderson is responsible for leadership/management, communications and public relations, fund development and marketing, Board support, and governance.

Prior to this appointment, Ms. May-Anderson served as the Communications Manager for Quinte Conservation from 2008–2017, Operations Supervisor with B-Line Distribution, Dispatcher with Kingsway Transport, Systems and Procedures Coordinator with Meyers Transport, and as Dispatcher with International Truckload Services.

Ms. May-Anderson is a 1996 graduate of Loyalist College, having earned a diploma in Broadcast Journalism. She is an active member of the Public Relations Program Advisory Committee at Loyalist College and is pursuing a Bachelor of Professional Arts in Communication Studies through Athabasca University.
Jim Pine
Belleville, Vice Chair
Mr. Pine was appointed to the Board in 2016 and served as a member of the Finance, Corporate Services and Governance Committee. In August 2019, Mr. Pine was elected as Chair of the Finance and Corporate Services Committee for 2019–2020 and in December of that same year, he served as Chair of the Academic Committee for the reminder of the term. In June 2020, Mr. Pine was acclaimed by the Board to serve as Vice Chair of the Board for 2020- 2021 and Chair of the Finance and Corporate Services Committee. He will continue to serve on the Executive Committee, the Nominating Committee, and the Board By-Laws and Policies Committee.

Mr. Pine is Chief Administration Officer (CAO) for the County of Hastings, comprised of 14 member municipalities, stretching almost 160 kilometres from the Bay of Quinte to Algonquin Park. Based in Belleville, he is responsible for all business affairs and Hastings County services, including procurement; emergency; long-term care; community; and human. Through a management team of six department heads and the Deputy Clerk, Mr. Pine ensures the efficient and effective operation of all departments, comprising approximately 850 employees. He directs the preparation of plans submitted to County Council and once approved, works closely with the Warden and County Council to supervise the implementation of programs to enhance County services, property and facilities.

Prior to his appointment in 2002, Mr. Pine served as Regional Director for the Ministry of Municipal Affairs and Housing in Kingston, CAO for the City of Quinte West, and CAO for the Township of Sidney, among other local government positions. Mr. Pine graduated from Queen’s University with a Master of Public Administration (MPA) and a Bachelor of Arts Honours degree. He has significant board experience as a member of the Local Authorities Services (LAS) Board of Directors since 2005, and past SecretaryTreasurer of the Executive Board of the Association of Municipalities of Ontario, and member of the Municipal Property Assessment Corporation Board of Directors.
Bill Saunders
Belleville, Vice Chair
Mr. Saunders joined the Board in December 2018 and served as a member of the Academic, Student Affairs and Advocacy Committee for the remainder of the 2018-2019 term.

In August 2019, Mr. Saunders was elected as Vice Chair of the Board of Governors for 2019–2020 and will also served as a member of the Academic, the Student Affairs, and the Audit Committees for 2019–2020. As Vice Chair of the Board, he also served on the Executive Committee, the Nominating Committee, and the Board By-Laws and Policies Committee.

Mr. Saunders is an experienced executive with strong connections within the local and surrounding community. He has skills, expertise and experience in governance, business and human resource management, finance and accounting, and strategic planning.

Mr. Saunders has more than 35 years’ experience in manufacturing having served in progressive senior level roles with Procter and Gamble and then as President of Sauncorp International, a company that focused on organizational effectiveness and quality systems (ISO 9000). His decision to become more engaged in the community provided the backbone to his non-profit Board of Directors experience having served as the Executive Director with Volunteer and Information Quinte for six years, President of the Board of Directors of the Pathways to Independence Foundation for five years, and prior to his retirement, was Chief Executive Officer of the Belleville Chamber of Commerce for six years.

Mr. Saunders is a graduate of McMaster University’s Industrial Management certification program and the University of Tennessee’s Applied Process Improvement program.
Lisa Sinclair
Belleville, Governor
Ms. Sinclair was elected in 2018 by the College’s Administrative constituency members as the Administrative member on the Board for a three-year term. Ms. Sinclair served as a member of the Finance, Corporate Services and Governance Committee for 2018-2019 and will continue in that role for 2019-2020.

Ms. Sinclair joined the College in 2012 as the Administrative Project Coordinator working on a project related to the College’s Program Quality Assurance Process Audit (PQAPA). Prior to joining Loyalist College, Ms. Sinclair worked at The Solski Group as the Marketing Coordinator and Executive Assistant to the President; as the Assistant Editor with The Medical Post; the Production Manager (Healthcare and Financial) at Rogers Publishing; and as Production Coordinator and Editorial Secretary with Ontario OUT of DOORS magazine.

Ms. Sinclair graduated from the Print Journalism program at Loyalist College in 2001 and is currently working toward a Bachelor of Professional Arts in Communication Studies from Athabasca University. She supports the community through volunteering and, since 2011, has supported Volunteer and Information Quinte as a choreographer in their fundraising event Dancing with the Stars Quinte.
Nimrat Singh
Belleville, Governor
Mr. Nimrat Singh is a Human Resources Management and Project Management post-graduate student elected by Loyalist College students to serve on the Board of Governors for the 2020 - 2021 term.

Prior to attending Loyalist College, Mr. Singh worked in India’s tourism sector at The Cabbana Resort and Spa (Phagwara, Punjab, India) and at the Radisson Hotel (Shimla, India). While at the Radisson Hotel, Mr. Singh worked in the Human Resources, Sales and Marketing department and was recognized with a Best Employee award.

Mr. Singh has a Bachelor of Hotel Management and Catering Technology from Lovely Professional University, Phagwara, Punjab, India.
Matthew Ward
Napanee, Governor
Mr. Ward was appointed to the Board in June 2020. He has more than seven years’ combined experience in litigation through his current position as an Associate at Kaufmann, Dockrill and Associates Legal Services, Belleville – practicing in the areas of Real Estate, Wills and Estates, and through his previous experience as a litigator in the areas of Family Law, Civil Law and Employment.

Mr. Ward graduated from Toronto’s York University in 2004 with a Bachelor of Arts (Hons) and from the University of Birmingham, United Kingdom in 2012 with a Bachelor of Law, degree (Hons). In 2013, Mr. Ward completed all of the requirements for accreditation through the Federation of Law Societies of Canada.

Mr. Ward is a strong public service supporter and has served voluntary organizations both in member and support positions.
Dr. Ann Marie Vaughan
President and CEO
Dr. Ann Marie Vaughan is a highly distinguished, nationally recognized Senior Executive with nearly 30 years of success in the postsecondary sector. Dr. Vaughan joined Loyalist College in Belleville, Ontario as President and CEO in 2016. Under her leadership, Loyalist College is quickly becoming Ontario’s Destination College and in 2020, the College was recognized as one of Canada’s Top 50 research institutions, placing first for industry research income as percentage of total research income. Dr. Vaughan was also recognized as a Top 50 CEO in Atlantic Canada in her previous role as President and CEO for the College of the North Atlantic from 2011 – 2016 in Newfoundland and Labrador.

As President of Loyalist College, Dr. Vaughan is driving innovation, entrepreneurship and economic development in the Bay of Quinte region through hands-on experiential learning, cutting-edge applied research projects, and innovative industry partnerships. Dr. Vaughan’s steadfast leadership has seen Loyalist College not only successfully navigate a global health crisis, but grow enrolment and prosper. Driven by her passion to expand access to education, she is helping to pioneer the sector’s microcredential movement through her role as co-Chair of eCampusOntario’s Board of Directors. Dr. Vaughan also serves on the Board of Directors for Ontario Genomics, a non-profit organization which is focused on nurturing genomics innovation in Ontario, and applying these technologies across key sectors, such as health, agriculture, bioproducts, and environment, to support the province’s knowledge-based economy.

In her previous role as President and CEO of the College of the North Atlantic, she oversaw the College’s 17 campuses, an annual budget of $140 million, 9,000 full and part-time students, 17,000 continuing education students and 1,200 employees. Dr. Vaughan was also responsible for the College of the North Atlantic Qatar (CNAQ) operations, which is the second largest postsecondary institution in Qatar and home to approximately 3,000 students, 500 Canadian hire faculty and staff with an annual budget of $150 million. Dr. Vaughan has held positions at Memorial University, the Marine University, the Marine Institute of Memorial University, the National Research Council, and Human Resources Development Canada (now Service Canada).

Dr. Vaughan has been honoured internationally for her contributions to distance education and educational technology and was chosen as a participant in the 2004 Governor General Canadian Leadership Conference. In 2018, she was appointed to serve as an Honorary Colonel in the Royal Canadian Air Force, affiliated with the 426 Training Squadron, 8 Wing, CFB Trenton. Dr. Vaughan also serves as Chair of the Management Board for College Employers Council and International Chair of Entrepreneurship with the World Federation of Colleges and Institutes. Since coming to Belleville, she serves as a Rotarian and as Secretary of Rotary Music Festival, on the Board of the Belleville Chamber of Commerce and President of the Quinte Figure Skating Club – she is also a certified Skate Canada Judge.

She holds a Bachelor of Arts and a Bachelor of Education from Memorial University; certificates in Public Administration and Business from Memorial University; a Master of Arts in Higher Education from the University of British Columbia, and a Masters certificate in Project Management from York University/Memorial University. Continuing on her lifelong learning journey, in 2015 Ann Marie received her doctorate in higher education leadership from the University of Calgary.
APPENDIX C:
ADVISORY COLLEGE COUNCIL REPORT
In the Ministry Policy Binding Directive – Governance and Accountability Framework, under Advisory College Council, the Board of Governors is to ensure that an Advisory College Council is established, the purpose of which is to provide means for students and staff of the College to provide advice to the President on matters of importance to students and staff. The Board of Governors is to ensure that the structure, composition, terms of reference and procedures for the Council are established in by-law.

The introduction of COVID-19 in March 2020 and the uncertainty and disruption that was introduced to the work environment as a result, led to planned events being put on hold to allow time for an adjustment to the new work environment.

At the March 4, 2020 College Council meeting, the election process and membership for College Council was discussed. For the sake of continuity and acknowledging the experience and skills that current members provide to College Council, prior to scheduling an election, current members were offered the opportunity to remain as active members for a maximum of two years.

The results of the November 2020 election saw four new members joining the College Council. Meetings of College Council will be scheduled according to the timelines stated in the revised College Council Terms of Reference, which were updated and approved by the Board of Governors on November 20, 2019.

QUALITY ASSURANCE REPORTS
Introduction

Using the reports from our “Blue” course evaluation software, we are analyzing the trends in positive responses at the institutional, department, and school levels. The “Blue Evolution” project will continue to develop the reporting capabilities, the quality of the survey questions, and user experience. This project will also enable us to look at program-level reporting in the future.

Methodology

Data from the Institutional and School level reports from the Winter 2019 through to the Fall 2020 semesters are included in this analysis. Combined school level reports (Health Studies, Biosciences, etc.) make up the Department level results (Media, Business & Access). The results are categorized by the four topic areas of the survey:

1. Student Engagement: 7 questions about the individual student’s motivation in the course.

2. The Course: 4 questions about the variety of assessments, rubrics, and connections made to the course learning outcomes.

3. Course Delivery: 11 questions about support from faculty, timeliness of feedback, use of the learning management system, structure of the class, and relevancy and use of learning resources used.

4. The Learning Environment: 1 question about whether or not the learning environment supported the learning.

The data used for these reports comes from the users rather than courses due to the way the student information system collects data. Because some courses fit into multiple programs or schools, they fall into a category of ‘Unassigned’ and are typically from Continuing & Distance Education, Secondary School Dual Credit programs, eLab, and Customized Training. The results from these surveys are not included in this analysis.

The reports provide a percentage of positive vs. negative responses for each question. The data presented below is an average percentage of positive responses for each of the four main topic areas.

As a College, we are working to improve overall response rates. So far, as one might expect, the Spring semesters tend to have the lowest response rates and the Fall semesters the most.

STUDENT ENGAGEMENT

Positive responses for Student Engagement are generally consistent year over year. Human Studies saw an increase and Health and Justices Studies saw a decrease from the Spring to Fall semester.

The Bay of Quinte Skills Centre
The Bay of Quinte Skills Centre is a technology and training centre of choice for Southeastern Ontario. As demand for workers in the skilled trades keeps building, the Centre prepares graduates to meet those needs with ultra-modern facilities and handson training using the latest technology. Our newly equipped skilled trades workshops are part of our 121,800 square-foot LEED® Silver certified Centre, which includes a dedicated mechatronics lab. The Link Lounge is also located within the Centre and features quiet glass-enclosed study pods, a laptop counter, a sunken lounge and vertical garden stretching across one of its walls. The 25-foot self-sufficient living wall features more than 300 plants that create a bio-filter system to improve the Lounge’s air quality.

Also located within The Bay of Quinte Skills Centre, Loyalist College is currently upgrading our applied research facilities by renovating our 3,000 square-foot laboratory and industry collaboration space which will support the augmentation of our on-campus cannabis and natural product research capabilities. This new space includes superior analytical chemical laboratory space, equipment and specialized instrumentation. Opening September 2021, this new facility will enhance College-wide, industry-driven applied research, training and experiential learning opportunities for students.
Northumberland Wing
The renovated third floor of the Northumberland Wing in the Kente Building, which officially opened in 2020, is where Loyalist College students in the health, human services, social development and public safety programs collaborate on integrated programming, projects and applied research. This innovative experiential learning space houses interprofessional simulation centres, high-tech classroom environments, and state-of-the-art student spaces.
The Digital Media Centre
The Digital Media Centre is a 10,000-square-foot integrated newsroom featuring video editing suites, a television studio, interview booths, audio production booths and meeting rooms. It’s used by several Media Studies programs to create QNet News, an award-winning online community news service with coverage throughout the Bay of Quinte region, and for the award-winning Photojournalism Pioneer publication. Content is generated across multiple platforms – from radio and television to print and online. Students are on the cutting edge of experiential learning as they gather and distribute high-quality news and information within an ever-changing media landscape.

The Bay of Quinte Skills Centre
The Bay of Quinte Skills Centre is a technology and training centre of choice for Southeastern Ontario. As demand for workers in the skilled trades keeps building, the Centre prepares graduates to meet those needs with ultra-modern facilities and handson training using the latest technology. Our newly equipped skilled trades workshops are part of our 121,800 square-foot LEED® Silver certified Centre, which includes a dedicated mechatronics lab. The Link Lounge is also located within the Centre and features quiet glass-enclosed study pods, a laptop counter, a sunken lounge and vertical garden stretching across one of its walls. The 25-foot self-sufficient living wall features more than 300 plants that create a bio-filter system to improve the Lounge’s air quality.

Also located within The Bay of Quinte Skills Centre, Loyalist College is currently upgrading our applied research facilities by renovating our 3,000 square-foot laboratory and industry collaboration space which will support the augmentation of our on-campus cannabis and natural product research capabilities. This new space includes superior analytical chemical laboratory space, equipment and specialized instrumentation. Opening September 2021, this new facility will enhance College-wide, industry-driven applied research, training and experiential learning opportunities for students.
Northumberland Wing
The renovated third floor of the Northumberland Wing in the Kente Building, which officially opened in 2020, is where Loyalist College students in the health, human services, social development and public safety programs collaborate on integrated programming, projects and applied research. This innovative experiential learning space houses interprofessional simulation centres, high-tech classroom environments, and state-of-the-art student spaces.
Digital Media Centre
The Digital Media Centre is a 10,000-square-foot integrated newsroom featuring video editing suites, a television studio, interview booths, audio production booths and meeting rooms. It’s used by several Media Studies programs to create QNet News, an award-winning online community news service with coverage throughout the Bay of Quinte region, and for the award-winning Photojournalism Pioneer publication. Content is generated across multiple platforms – from radio and television to print and online. Students are on the cutting edge of experiential learning as they gather and distribute high-quality news and information within an ever-changing media landscape.
Since 1967, Loyalist College has expanded within and beyond the Bay of Quinte region. In addition to campuses in Belleville and Bancroft, the College has a Port Hope satellite location and Toronto campus, which was established in 2020. The College launched campuses in Chandigarh, Punjab and Ahmedabad, Gujarat, India in collaboration with North American Business College in July 2020.

In reflecting on everything that has transpired over the last year, it’s remarkable to highlight so many College achievements despite the ongoing global health pandemic. This past year has shown us that no challenge is insurmountable, and Team Loyalist has the drive and determination to deliver an outstanding Destination College experience regardless of the obstacles we’re all facing.

Loyalist College employees and students continually worked together, alongside community partners, to collectively protect the health and well-being of our College and surrounding communities - From hosting Hastings Prince Edward Public Health’s Regional Immunization Centre on campus and empowering students to administer COVID-19 vaccines to moving 170 Residence students into local hotels, and organizing delivery of their meals to ensure they could practice safe physical distancing during the onset of the pandemic, Loyalist College employees have demonstrated exceptional perseverance in consistently delivering exceptional academic experiences for our students.

Despite navigating a global pandemic, Loyalist College developed and launched more than 25 new programs, including Emergency Management and Incident Response, Massage Therapy, and Electromechanical Engineering Technician – Mechatronics. In addition, the College is preparing to launch a stand-alone Bachelor of Science in Nursing degree, following a change in provincial policy to address the shortage of nurses, particularly in more rural regions like ours. Even at the height of the second wave, with the most stringent safety measures in place, we were able to safely offer applied experiences in 65 percent of our programs through creative scheduling of classes, labs, and workshops.

This fiscal Annual Report showcases our progress between April 1, 2020 and March 31, 2021, and illustrates the momentum we’re building as we move toward post-COVID-19 recovery. Loyalist College is driving economic development, innovation, and entrepreneurship in the Bay of Quinte region through exciting new partnerships, academic programs, and applied research projects. Our Destination College Strategic Plan 2025 and Strategic Mandate Agreement 3 continue to chart our course forward in institutional excellence and student success.

A fundamental component of these plans is our industry cluster-based approach to developing applied programs and research that responds to market needs and prepares career-ready graduates. To deliver this new model, we’re developing and implementing a business and operational plan to align our services and resources to support the following six clusters:

1) Health, Human Services, Social Development and Public Safety;
2) Bio Economy, Agritech (Food, Pharmaceutical and Natural Products);
3) Advanced Manufacturing and Business Automation;
4) Science, Technology, Engineering, Arts and Math (STEAM);
5) Creative, Communication and Social Economy; and,
6) Progressive Trade and Transportation.


This cluster-based approach leverages the synergies of interdisciplinary learning to maximize regional economic development in eastern Ontario. We’re confident this approach ensures our evolving curriculum will serve the needs of industry to hire career-ready graduates with the appropriate skills to make an immediate impact in the workforce.

The Strategic Plan also highlights Graduate Attributes our students will develop throughout their time at Loyalist College, including Indigenous Understanding, Cross-Cultural Understanding, Citizenship and Global Responsibility, Entrepreneurship and Technology, Health and Wellness, and Ecological Literacy. Some of these will be acquired through program learning outcomes in accordance with understood teaching and learning principles, while other elements will be realized through co-curricular activities and monitored through a tracking process to encourage student self-reflection. To guide our collective actions, we’re driven by five core values, including inclusive, caring, accountable, creative, and engaging, which we aspire to instil in our students.

As the pandemic has exposed socio-economic inequities within our community and across the world, Loyalist College is actively working to expand educational access to marginalized groups. Fundamental to our core values is nurturing an equitable, inclusive learning and working environment. As such, Loyalist College is preparing to undergo a process of ‘decolonization’ through which we will re-examine our policies, programs, procedures, and brand with an equity, diversity and inclusion (EDI) lens. The pandemic also brought on an unprecedented level of change in terms of how we learn and work as well as the nature of work itself. Given the volume of displaced workers, many are looking to Loyalist College to retrain or add additional skills to adapt to evolving industries.

The College has played an important role in protecting our broader communities over the last year, and we’ll continue our steadfast attention to safety, ensuring we remain well positioned to support individuals and organizations in our region as we emerge from the COVID-19 pandemic. It has indeed been a challenging year, but we’re excited about what the future will bring for the College and our region as a whole. The impacts of the pandemic have resulted in many Canadians leaving urban centres and choosing smaller communities to call home. Maclean’s recently named the City of Belleville fourth in its Top 25 Canadian communities to live and work remotely. As Ontario’s Destination College, we’re eager to welcome new residents and business owners to the Bay of Quinte region. We know that Loyalist College will play a significant role in helping local businesses to recover and rebuild. We’re committed to driving economic development and growth through cutting-edge, experiential learning opportunities, applied research projects and industry partnerships to help organizations develop new products and services.

The remarkable accomplishments over the last fiscal year, illustrated throughout this Annual Report, are evidence of Loyalist College’s commitment to achieving our collective vision of becoming Ontario’s Destination College, known locally, nationally, and internationally as a deliberate choice for students and employees. Underlying our vision is a caring, supportive culture which encourages global citizenship, enhanced graduate life skills and career preparedness. As we plan for a safe return to in-person learning for the Fall 2021 semester, Loyalist College is committed to renewing and reenergizing the value that our vibrant student body brings to campus. COMING TOGETHER TO FIGHT THE COVID-19 PANDEMIC

Loyalist College is part of the bedrock of our community and, as such, there have been many ways in which faculty, staff and students have been supporting frontline efforts since the WHO officially declared the COVID-19 outbreak a global pandemic on March 11, 2020. This next section tells the stories of our #COVID19Kindness Champions – the helpers and heroes who emerged to lead us through the pandemic, keeping our College and surrounding communities safe while raising our spirits through their incredible acts of kindness. The stories showcase the caring, creative and accountable values for which Loyalist College is known, and will be what we remember years from now, when the pandemic is behind us.
Partnering with our Frontline Health Heroes
Given the role Loyalist College plays within the community, when the Bay of Quinte region began grappling with a global health pandemic, it was no surprise that our students, faculty and staff rose to the occasion. It was in this context that our partnerships with our frontline health care heroes flourished.

Our College students, faculty and staff worked tirelessly with our partners at Hastings Prince Edward Public Health (HPEPH) and Quinte Health Care (QHC) to ensure our resources were focused on being part of the solution.
We were thrilled when HPEPH chose our Loyalist College campus to host their flagship Regional Immunization Centre in the Gym and Dining Hall. On March 1, 2021, the College hosted a safely distanced official launch where President Vaughan and Dr. Piotr Olgaza, Medical Officer of Health at HPEPH, among others, said a few words.

Having the Immunization Centre on campus is an incredible opportunity for Loyalist College students, faculty and staff to support this most crucial vaccination phase, and to safely welcome thousands of community members to campus as we move forward toward post-COVID-19 recovery.

Active participation in the Immunization Centre from Loyalist College employees and students has enhanced HPEPH’s resources, freeing up critical health care professionals for other clinics and other COVID-19 response activities.

The students, who represent various health care, business, and security programs, stepped up to support registration and other administrative supports needed to ensure the Immunization Centre runs efficiently.

The Immunization Centre offers students a unique work-integrated learning opportunity to use their skills at a moment in time when the community needs support the most.
We are immensely grateful to our frontline health care heroes, many of whom are our faculty and graduates, and we couldn’t be more proud of their contributions and grateful for the risks they take every day to keep us safe and well. There are many more ways in which our students, faculty and staff stepped up to support frontline efforts throughout the pandemic, which the next section highlights further.
There are many reasons why the team at Quinte Health Care (QHC) is grateful for our partnership with Loyalist College, including but not limited to, the use of the simulation lab and the opportunities to help recruit and train staff for the future. Throughout the COVID-19 pandemic, our partnership really blossomed. In the first wave, PPE supplies were a challenge and within hours of reaching out to the College for support, we had a van with close to $60,000 worth of PPE delivered, some of which were even handmade by Loyalist College faculty. As health and human resources have become the main challenge in the second wave, President Vaughan’s attendance at our weekly coordination meetings has been instrumental as she has been able to identify areas where Team Loyalist can step in. We are all in this together, and, on behalf of the team at QHC, I’d like to express our extreme gratitude to our partners at Loyalist College.

Thank you very much to our trusted and unwavering community partner, Loyalist College. It is an incredibly generous offer to use a large portion of campus for our COVID-19 Regional Immunization Centre. This Centre is our flagship site, as it exceeds the Ministry requirements by offering a very large, extremely well-ventilated indoor space with everything we need for an appropriate set up. Together, we are making history as this is a huge milestone in our fight against the COVID-19 pandemic, and with mass immunizations this is how we are going to beat it. We are so very grateful for the incredible support from Loyalist College students, faculty and staff who worked tirelessly to get this Centre up and running as quickly as possible. Meet Alumnus
Todd Smith:

As a proud graduate of Loyalist College’s Radio Broadcasting program, Todd Smith spent 18 years at Quinte Broadcasting before running for office in 2011. He currently serves as Member of Provincial Parliament for Bay of Quinte and is Ontario's Minister of Children, Community and Social Services. Like many of our community partners, Minister Smith has been attuned to Loyalist College’s needs throughout the pandemic.
Minister Smith continues to be a great ally of Loyalist college and has supported our College community over the last year as we've navigated through the pandemic.

Financial Health

Loyalist College achieved a surplus of $5,629,366 in fiscal year 2020-21, compared to $6,862,394 in 2019-20. The $5.63M surplus was 6.3% of total revenue in 2020-21. The global pandemic had significant financial implications for Loyalist College and was the primary driver in the reduction in the College’s surplus from 2019-20 to 2020-21.

Loyalist College’s statement of financial position has continued to improve thanks to these favourable 2020-21 results. Liquidity remains strong for operating needs as well as in the event of unexpected requirements. Further, total debt levels were reduced by just over $1.37M. Net Assets continued to grow, increasing by $5.7M to $34.15M.

Loyalist College invested in its facilities and academic equipment during the fiscal year by acquiring $4.56M in capital assets.

Analysis of Financial Performance

Loyalist College ended fiscal year 2020-21 with a net operating surplus of $5,629,366 of revenue over expenses. Gross revenue increased over 2019-20 levels by approximately $2.47M. Expenses increased over 2019-20 levels by approximately $3.7M.
